And it's other practically impossible to bypass it to get a message to Steam support. I might be blind but I've spent about 40 minutes trying to get the a game on sale and searching through the "support" pages to get a message to Support with do dice.
It's incredibly frustrating.
"There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance."

It always magically clears itself up after some amount of time.
So my guess is it's a steam database issue and they have untrained people on "support" who have zero clues on what problem is.
EU and US has extra layer with ID check sms code or ID Check, if that fail you wont get confimation or deny whats wrong, every post i mentions this, seem to stop and complain from user , cant say it that , but funny no one ever reply back thanks for check up info on it.
one or two weeks later i got info from nem id that mobil nr is , all that was handle from credit card before, my card was renewed and that was my latest problem.
point is if you cant buy , check own bank ( credit card and now in top of this security app company follow the new ID checker confimation procedur )
They are useless with this error.
I can only give info on my last check out and failed sms code loop at steam shop , its like dont tell dont give info other then transactions was failed.
and 14 days later sms that id Check compnay have notice my phone nr. ( facepalm )
and thats my point recheck with own companys that handle our data.
and yes steam buy work for me again. ( im sure other will not accept such and lost deal , but i dont care its just games. ) card work at grocery store, even then steam told me card was locked or blocked. it was not. that why i tell you this. )
The auto timezone function of windows 10 needs location data which many people disable so it doesnt work. So yu want to manually set your timezone
Neither was payment method. Checked that and reported back to Steam. They were like (as above) "hurr durr we dunno then" and closed the ticket.
Issue appears to be Steam itself.
also seen as client issue or maybe browser work. ( i dont work for steam they are support not me, try see it as test it. )
Only thing that fixes it is the passage of time, then it magically clears up all by itself after like 30 mins or something of walking away.
The fail that gives error message happens instantly, Steam tried claiming it was a timeout but timeouts would take time to time out you would expect, not happen instantly.
