Steam gift card limits?

I want to send gift cards to one of my friends so he can buy something but it gives me error every time i try to purchase and yes i do have money so i dont know why i would be getting this error

Are you friends for more then 3 days? Steam Digital Gift cards can only be send if you are friends for at least 72 hours on Steam.
They also can only be bought with external payment methods like PayPal or credit card, not with Steam Wallet funds.

There is a minimum purchase of $5 and maximum of $2000, you shouldn't have any issue if you're not using custom amounts and as long as you've been friends with the user on Steam for a while. You can not use Steam Wallet funds to purchase the digital gift card, so make sure whatever payment information you provide covers the entire purchase.

Do you have a source for that? I can't find any official documentation on that matter.

Im using my card to buy the gift cards not money i have in steam wallet. Also, i have not spent 2000 maximum i've spent is is around 800 or close to 1000 but for sure not 2000, is the a way to check how much i've spent?

After so many times, you'll hit a cooldown for fraud protection. Just try again in an hour or so.

i've been trying for 2 days lol and then i don't get like a specific error or something that tells me the issue i guess im going to have to wait until it lets me

My account hasnt gotten my 5 euro limit restriction eased and i havent bought anything would i still be able to buy things on marketplace or items for games even while level 0?

Not as a limited user, no. You need to spend that 5.00 USD, or equivalent, on Steam to unlimit your account.
