Mainly that you are not allowed to play the main game for more then 2 hours after you buy the DLC or it can no longer be refunded. So it does not matter if you played the DLC at all, the playtime of the maingame after you bought the DLC is counted for the 2 hour refund rule.
Thats because Steam can only see the main game running time and not the DLC on its own.
So as long as you did not play the main game for more then 2 hours AFTER you bought the DLC you can refund it like any other game.
Yes, just select the DLC on the Support page and choose the " I want a refund" option like for any normal game.
