Unable to use "My PayPal Account" without re-authorization
I've got this weird problem, where trying to use "My PayPal Account" payment method gives me an error:
There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance.
Error does not happen if i'm required to re-authorize or use "PayPal" payment method (one that always requires to authorize).

Does anyone else have this problem?

I've tried clearing cache and cookies, different browser, client, mobile app, removing linked PayPal account, canceling automatic payment on PayPal and activating a new one. Nothing helped.

As instructed, i did contact Steam Support, aside from suggesting the above, they also shifted the blame to PayPal and told me to contact PayPal Support. After PayPal Support (Merchant Technical Support Team to be precise) said that failed purchases are not visible from their side, Steam Support just gave up and closed an issue. Wow, seriously?!

I also checked out HTTP requests (and responses) in browser's developer tools during payment method selection. When error occurred, there was a single request to https://store.steampowered.com/checkout/inittransaction/, and the response was:
{"success":2,"purchaseresultdetail":7,"paymentmethod":4,"transid":"4150611061681969152","transactionprovider":0,"paymentmethodcountrycode":"","paypaltoken":"","packagewitherror":-1,"appcausingerror":0,"pendingpurchasepaymentmethod":0,"authorizationurl":""}
But when i tried "PayPal" method, the response for the same request was:
Now, i don't know what happens under the hood during the purchase, but somehow, i feel that the difference between the responses is pretty damn important.

I also tried to learn from Steam Support any kind of id or token that is being sent over to PayPal ("paypaltoken"?) for failed attempts, but the question was ignored. I also said that i'm open to report any other information from dev tools they might need, but that was also ignored.

I'd start with checking that you have sufficient funds in that account.
Set Pay Pal as your preferred payment method.
Are you using Steam client or web based steam? you are loogged in at web Steam.

I do have sufficient funds - i can purchase games using "PayPal" payment method just fine (note the difference between "PayPal" and "My PayPal Account" methods).

Just to be on the same page - how do you do it exactly? Steam is actually trying it's best to make me spend my Wallet money first (i don't want to, atm). But, if you mean "associated payment method" on https://store.steampowered.com/account/, yup, my PayPal account is there.

I solved this problem! Steam error was no help! Log into web browser instead of steam app. That is all! The direct link to paypal expired for security, and the steam app is not capable of directly interfacing from paypal iut seems, but I did in web browser seamless.
