Steam attempting to re-download all mods even though they’ve already been downloaded

As of this morning, Steam is attempting to redownload all workshop mods for all of my games. I’m not sure why, because all of the mods are still in the proper folders, and the file size matches with the mod sizes.

I have seen offline mode trigger this, and client flag them as removed content, thren client goes online again guess what happends.

I said it before , then games is off workshop cant check content and thats the problem, so content is been removed, other might confirm that , or this is just me that notice offline issue with workshop.

ps .
even even think other know this , other steamuser want offline mode and have to make mods read only, so client dont remove it.

so you could have been unlucky and trigger a DC or steam was not online doing startup.
