Steps to redeem Japanese "Konbini" Steam prepaid cards outside of Japan
I recently had a friend of mine purchase a 3000 yen prepaid card for Steam from a convenience store ("konbini") in Japan and got a big shock when I couldn't redeem it through the usual "REDEEM A STEAM GIFT CARD OR WALLET CODE" page. But, after panicking and fumbling around I managed to redeem it using the steps below.

1. Head to this website: https://steamprepaidcard.degica.com/

2. It's all Japanese from here but scroll down and you'll see a GREEN button with "Steamアカウントを用いてログイン” (Translation: Login with your Steam account). Click on it.

3. Sign in into your Steam account.

4. You should be redirected to a page that shows you two Steam Prepaid Cards with amounts of either 3000 yen (blue top right corner) or 5000 yen (red top right corner). Depending on which card you have, choose the card by click the GREEN button below the image.
i.e. You have a 3000 yen card, you click the GREEN button with the writing "3000円のSteamウオレットチャージ"

5. You'll then be redirected to a white input page titled "プリペイドカードを有効化", where your Steam account email address is already typed in for you. Enter your prepaid card code in the blank input space and click the big, GREEN, button.


Ta-da! Your Steam Wallet should be topped up with the amount your prepaid card had (3000 or 5000) in your own country's currency.

Do not use a VPN to circumvent region restrictions. You will get bopped by Steam.
