but you do have error code, and somehow its related to access denied, like server has reply you dont belong there.
i did not say you dont belong there, could be a mistake or bug.

again we are over in , that VPN connection server you go through , that might tell you they dont accept workers use steam on own company lines.
keep in mind say so, we other have no clue other then, hear company say so, its rare you actual see such cases, even that mean you had to have seen it before, i dont, i just hear about it. thats not same thing to have hands on such subject. and i learn form you here and now on the subject.
- If using custom DNS service depending which one may cause issues. Either change it, or remove it to use Windows default setting.
- If using 3rd party software to manage incoming, and out going traffic may cause issues.
- If using custom firewall, and blocking thing could cause this issue. Ensure your modem, router, or 3rd party software not causing the issue.
- Flushing your network might fix things, open command promt as admin, and give this a try, then restart PC and test, do things in order.
netsh winsock reset
netsh int ip reset
If not working still try these in order, then restart, and test.
ipconfig /release
ipconfig /flushdns
ipconfig /renew
Also reboot modem & router by simply unpluging power cable to them for a minute, then replug power cable.
If you are using router with modem, try plugging PC to the modem instead of the router, if it start working then the router is the problem.
If your ISP causing the issue, only they can fix it from their end.
you don't have permission to access "http://help.steampowered.com/" ((( on this server. ))) look like a VPN connection server on a company server that block traffic to steam. who said that is a steam server , but i cant say its not, but make sense if its VPN in the other end that is the issue.
