If want to bump FPS you have to lower game settings down that all there is to it, there is no magic methods to this.
Two things.
1) A 1080ti in a laptop will not perform as well as a desktop 1080ti. It will struggle due to thermal and power limits.
2) TVs don't always provide the same performance as computer designed monitors. It usually requires a premium to get a panel that large that can run as well as a gaming monitor.
And yes Laptops versions of GPUs are never going to be 1 to 1 with desktop version for performance, as normally laptops versions are downclocked, and push to less voltage to keep the thermal heat down, as laptops don't have good coolers to begin with.
The main problem is the HDMI port on the laptop if it actually has HDMI 1.4, or 2.0, because if it 1.4 can only get display at 30hz 4k.
