Report a translation problem
Uninstalled and reinstalled what exactly? The steam client? Windows? What version of windows are you using?
Are you trying to use a version of a program that's on a different bit level (running a 64b program on a 32b system for instance)?

Doing a quick Internet search, I found multiple articles, Steam threads, and help threads re: detoured.dll that all report this same issue, most (not all) seem to be reporting the problem following a driver update on an AMD GPU. Some are saying that a driver rollback solved the issue, others are saying they had to do a Windows Restore Point to a point before the problem first occurred to solve the problem.
Did you update any drivers just prior to this (GPU or other HW)? If so, try rolling back those drivers first to see if it fixes the issue. Windows restore would e next, keeping in mind Windows Restore will affect all SW that may have gotten updates during that time period, so you would have to do one update at a time to see which one may be the one causing the problem.

Hard to narrow it down more w/o knowing your system specs, and the make of your rig (MSI laptops for instance- the Nahimic/A-Volute app can be quite problematic).
its also seem to be in Nvidia if you google this on a Laptop owner , never seen this myself.
