i cant be 100% sure but its look like wrong identifyed monitor or worse case down this road. or cable issue , but even that still use 640* 480 so it look like wrong ini driver to monitor , and thats rare if it has worked before.

Actually it's an old monitor. Began to fail some weeks after i connected it for the first time to my CPU, so if you mean that hardware monitor it's wrong i believe that, that would explain why some times it works fine (pretty little times) and the anothers just doesn't. The cable and the CPU weren't changed, they worked perfectly for years and years.
Man, that thing is old. You may want to get something that is less ancient.
It's quite likely Windows can't properly identify the monitor and it's capabilities anymore.
What you could try is this:

There is a VGA graphics tool you can download. See if that helps. Otherwise, try a less crap monitor less than 10 years old having at least DVI.

Comparing, this monitor it's like the last technology! And i'm not that old! D:
Jokes apart, thanks for the help <3 but is actually hard to make this monitor work? Because for the first weeks and even sometimes now it does. And i'm like "shouldn't be that hard make it permanent". Btw the Samsung helper says that monitor's driver is already installed so i think it's time to give up and try with another monitor :'u but with this economy...

So, yeah. I know what's old.
If you already installed the driver then see if you can set up a custom resolution in your AMD videodriver.
Set it to 1600x900 @ 60Hz which is the native resolution of your Samsung monitor.
and just because i mention this dont make it a Solution its still GPU card and windows Driver that could be part of the problem and rest is reset Monitor back to default in top of this so yeah it cloud be that 3 ways Solution old Monitor Could Do.

ye tried the custom resolution before but it just doesn't allow it. I won't ask you for miracles, at least now i know where is the problem. Thanks again :D

edit: forget about that, just noticed what you were replying
enter the Monitor menu and see if reset is there.
