to avoid OP lack of spec and confirm spec.
we dont know what going on here. but that was know as driver issue 600*400 its 2 decads ago that was used, and sense then its know as things dont work then i go back to that resolutions. as last hope as default, if we can call it that, even seen 800*600 as lowest on other GPU Card.
are you even sure you use a 3D card and its not IGRP Card that it use as mistake.
Even with the Microsoft Basic Render driver i easily get a higher resolution than OP, which is very basic and pretty much only a stopgap to get something better.
on Desktop follow the cable from monitor to extension slot , i doubt they have onboard Nvidia card or AMD card on Desktop board yet , but who know's someday multi card as we see fit.
