Prepaid Mastercard declined

For the past few days i have been trying to use a prepaid MasterCard from the company "Vanilla". when i use it i get the error "Your Purchase has not been completed. Your credit card information has been declined by your credit card company." the card has been registered with my postal code it has the correct amount of funds on it. i get the same error when i try to buy wallet credit and yes i have put everything in correctly. i have also tried to use it through paypal but that also does not work. Any idea what to do?

Not only Mastercard is declined, a lot of payments are refused. Gift cards work though, buy them from your trusted seller/reseller if you want to have funds on your account.

This is annoying.. been spending a lot since I started steam, I recently loaded as well using the same card and now I can't load up using my VISA.. if this goes on then I won't buy steam games anymore and stick to what I have.. I will just purchase directly at blizzard or some new MMORPG.. I am getting annoyed...
