Is the ALT or TAB key stuck? Unstick any stuck keys.
Is an anti-virus scanning it? Tell anti-virus to not scan it. Set exclusion.
Is it a laptop or desktop? Try a different keyboard if it's a desktop.

You may be on one desktop and they're launching on another.
To whit, I have:
--Verified integrity of all files of all games this issue is recurring on.
--Uninstalled and reinstalled all games this issue is recurring on.
--Uninstalled Steam and reinstalled it.
--Checked for every last possible upgrade to graphics drivers, Windows, Steam itself, etc.
--Closed down every single active and background task I could.
Insure your Anti-Virus (AV) and operating system security isn't interrupting or scanning your games at all. Set exceptions. Try that. AV has done that to me with a few games here and there. Those things don't need to be scanning programs we run we can't get viruses from programs unless they're connected online and sharing data. It's extremely rare to get a virus from a game or program it self, even multi-player games. Viruses originate from people making and distributing them.
It seems off topic, but I've had it work before with other games that did a similar thing. What you can try clicking on Adjust Date & Time settings on the bottom left of your task bar, then check both "Set Time Zone Automatically" & "Set Time Automatically" to on, after that try your game again.
I forgot I had an art tablet with a monitor. So, it's effectively a third monitor, and all my games were snapping to THAT one, for god knows WHAT reason.
