I was phished with a crafty RL tounerment how to get account back?

So a buddy of mine must have been hacked, I got a message asking me to signup for this rocket league tournament I click the link, like an idiot click yes and try to sign in. Well a bot then instantly crushed all access to my account.

How do I get my account back? Steam has no support.

I tried this. but the hack was able to disable steamguard. So when I click I no longer have access to this email, it takes me into a login page asking me to recover the password to the hackers E-Mail address.

I guess it says

Your account is already locked!
The account 'yellowgt0' has already been self-locked. You can't lock this account again at this time.

Does this mean even the hacker can't login? Would be great no to loose my items :'(

Do the steps to exhaust the self help.
Basically fail (to know), until step 7 or so.

If you didnt lock the account, the hijacker did it. That means its not actually locked, you might lose items.
So regain access quick (maybe a few days cooldown active)

Thanks man, I dunno I ran through this thing until it let me make a ticket. Is there a way to turn on 24 hour account changes like my bank?

You should have gotten an email about email change.
Normally its used to lock account.

If you havent gotten it, it could point to the fact that email was accessed as well
