for the matter of the steam clients localization, you would have to get more israelis to use steam. only that way, will hebrew localization become a reality.

That being said RTL is getting slightly better over time. Its not improving as much as CJK did 10 years ago though. But hopefully there will be a time we look back on the troubles of RTL in the same way we look back on how bad CJK used to be today.
This is not first come, first served. Language priority is (probably) based on number of speakers. Hebrew is not that high in that list.
That's like 1,1% of Steam users. Last record was from May 2021, peaking at 26.85 million concurrent users.
The amount of work to translate everything into just 1 other language is massive. The volunteer translators are already doing amazing work and putting in hundreds if not thousands of hours to help translate and make both the games and the community side of Steam available in more languages.

Is it easy to change the payment from dollar to shekel? Because give us a convenient name? And not in our language?
Communication in any language on a private enterprise isn't a right, it's a privilege. Valve aren't under any obligation to provide the platform or support in any other language than those lain out by state laws (which in Washington state might extend to Spanish, but I think it might be one of the states that doesn't actually have an official language).

Even Nike was created by a Jew and WhatsApp waze and many other Israeli companies can say hello Windows 11 that will only be in Hebrew Or Nike that will only have an Israeli logo or Google or Facebook only in Hebrew but it does not work that way
Allocating resources to serve larger bases of uses in the interest of increasing capital in those demographics is not discrimination.

You're not entitled to anything more than what you paid for; the games and whatever microtransactions you might have made to pimp out your profile.
