So, in short, you're SOL.
If I purchase a game through steam and the company who made the game gives someone a discount, you should be able to use said discount no matter what the platform in my opinion. So in short, unless there is a substantial discount on the initial purchase I will be buying from the games originating source from now on...
There's reasons why discount coupons don't apply everywhere.
Why would Square Enix give you a discount code and then let you use it on Steam? They want you to use it on their store front. You can't take that code to any gaming platform and expect to buy something with it. You also can't go to a brick-and-mortar retailer and say "Hey, I have a code from Square Enix for their website but I want to buy the DLC here. Gimme". You'll be laughed out of the store. The reverse is also true: you couldn't use a Steam code or discount / coupon on Square Enix's site.
If you want publishers, devs and gaming platforms such as Steam, GOG and Epic to let each other redeem each other's coupons, then lobby them to come to an agreement on this (which means working out profit sharing etc.). Personally, I don't see it happening though.
Which I assume is exactly what Square Enix intended by giving you a code that you can only use on their store - so good for them, give the folks in the marketing department a bonus
Yeah, it is a weird thing for SE to do - they know you can't use it to buy DLC for a game you already own on Steam, so you would have to buy it again. Although I am guessing the whole thing is automated, and doesn't take into account where you made the original purpose which sounds sort of half-arsed on the part of SE.
It's not really on Steam though, or any gaming platform: no one is going to let you use a discount on their storefront that came from another store. SE needs to give a bit of thought to their birthday gifts. They're like that partner/wife/husband who gives you a gift that is really a gift to themselves.

Because it has nothing to do with them being nice or liking you, it isn't really a gift, it's a marketing strategy to try and get you to use their store.
Unfortunately anyone with half a brain would throw the middle finger to them after trying that. I've seen many "Birthday gift" coupons before. I seem to remember EA and/or Ubi doing it in the early days of Origin/uplay but it was a $10 off a purchase sort of thing(not sure if it's still a thing). That might actually get someone who was on the fence with a purchase to commit... a discount on a dlc that makes you repurchase a game you already bought is a slap in the face.
Of course. Every company works this way pretty much. This is why I tend to ignore coupons, vouchers or discount codes unless it is for something that I already want, available on the store front I prefer, and at a price I am willing to pay.
I decided to just buy a few things from SE from their site to enhance my game play and also use the discount code. Even though what I'm buying is just aesthetics for in game use guess what happened? When I went to purchase the items there were no optional boxes to input the code. Then since I had originally purchased the game from Steam it forwarded me to Steam to finish the purchases. Just can't win.... ♥♥♥♥♥♥ business lol.
