ACCESS DENIED error page when trying to open any steam related web pages

I keep getting this when I try and open my steam client to my store/community or home page. Even the website doesn't work as well as the mobile app on my phone. This is related to my router but I've tried everything to get it working again.

VPN's do work but it's not a sufficient fix.
