Rather anyone can download the Friend's Pass for It Takes Two even if they don't have a friend that owns the game. It's downloadable all the time like a "DEMO".
However, if you only own the "Friend's Pass" you cannot *play* unless you play with a friend that owns the full game.
So,
If you buy the whole game.. you can have all 100 of your friends download the "Friend Pass" and they can play with you (or any other friend that owns the complete game). But they cannot play alone.
At least that's my understanding.

This type of question is probably best answered on the game's own forum tho.
