Go to Settings > Network & Internet > Airplane Mode and then turn Xbox Wireless on.

I indeed have a desktop computer with a wifi dongle in case internet goes out, so I tether my phone. I had taken away the dongle and the Wifi settings dissapeared so I was never able to turn airplane mode off until I reconnected it.
