Steam is downloading a game that I already have
Hi guys,

I know this issue must be the most asked issue, but Steam is really acting weird.
Let me explain.

I just got a new computer, and wanted to move my games from my old PC to my new PC.
I know how to move games with Steam, and there was no problem before.

I'm trying to move Cyberpunk 2077 and Rainbow Six Siege, but Steam is always trying to reinstall the game.

Here is everything I'm doing in order:
1. Uninstall the game from Steam (cause I don't want any files interfering and stuff)
2. Initiate the download from Steam, and stop it as soon as it starts downloading.
3. Close Steam
4. Go to (in my case) D:/SteamLibrary/steamapps/common/Tom Clancy's Rainbow Six Siege and move every file from the backup I had.
5. Start Steam, resume the download

And then, Steam is verifying the files, as per usual; but the weird thing is that:
1. It starts from the beginning.
2. My whole game is moved to D:/SteamLibrary/steamapps/downloading/359550
(359550 being Rainbow Six game ID)

At first, I thought it was a bug that impacted all my games; BUT NO... it's only impacting Cyberpunk 2077 and Rainbow Six Siege, which is kinda annoying, since those games are super large, and I can't download them with my poor bandwidth.

Anyway, have you ever encountered this problem? If so, can you please help me...

I fail to see the stop where you moved the appmanifest ACF files as well.
Did you skip that step? If yes, there's your answer.

It's simple:

1. Close Steam.
2. Copy the game and the ACF file into their location in the new folder.
3. Start Steam
4. ???
5. Profit!

I didn't copy any ACF file when I tried to backup my games, is there a way I can create them myself?

No. They are specific to that installation. If they are lost, then you have a problem.
