The FASTEST way to gain Steam XP is money. There's no way around that.
If you want to go the cheap route, you got a couple of options. First and foremost, complete your community badge (if not already done). Then, follow through the discovery queue daily. That'll net you at least one level of the sale badge.

That said, you can earn quite a lot of points from community content, it just takes a while.
that's true, I realized I would have to spend some money but I didn't realize how much. I always saw people who would have these event badges that were like 20,000 to 50,000xp and thought that there was something I was missing out on.
3 days and over 10k in points on a subpar meme-ish review.
It wasn't my intention to do that but it somehow gained a lot of views and kept it near the top for nearly a week.
