How to enable Steam browser with Family View?

I use family view to limit access to certain games. But I want that the overlay and in-game overlay browser still works. While family view is active, I cannot game and use the in-game browser at the same time. I cannot input manual URL, I can only open what the overlay gives me (community, store etc.) I cannot open whatsapp web or put any other address. I checked the family view settings and there is no individual option for the browser.

IS there a way to enable the browser with family view active?

My point is having steam completely working, but just limit the access to one particular game (require a PIN for that particular game).

It's really odd that the overlay is basically completely blank when Family View is enabled. I was really confused the first time this happened. There should be some sort of indication in the overlay that Family View is enabled and allow entering the PIN there to disable within the game instead of having to go back and open up the steam client.
