You must deal with Psyonix.

REFUNDS ON IN-GAME PURCHASES

Steam will offer refund for in-game purchases within any Valve-developed games within forty-eight hours of purchase, so long as the in-game item has not been consumed, modified or transferred. Third-party developers will have the option to enable refunds for in-game items on these terms. Steam will tell you at the time of purchase if the game developer has opted to offer refunds on the in-game item you are buying. Otherwise, in-game purchases in non-Valve games are not refundable through Steam.

Thank you for reaching out to us once again,

I really appreciate your feedback, however, as per Section 6(F) of the End User License Agreement, Rocket League Support doesn't handle refunds. All monetary transactions are processed by the platform directly. Here's a link to the EULA if you would like to read it.

Please note that we do process refunds on our side so as far as any customer support, restoring your Credits from the purchase you performed is the only support action we can offer you as a customer support courtesy. This is so you can enjoy using those credits in any other item of your convenience.

thats my problem

It's still up to Psyonix to allow Steam to refunds for in-game items.

I'm sure now that Epic Games owns them, they won't care to much.

The "Please note" portion of your ticket reply is what they will offer.
