If the game doesn't support Steam Cloud, save games wont transfer. You'll have to recover any local saves on your old device and transfer them manually to your new laptop.

It does but you deleted game on old HDD that game may have had the saves that were on cloud.
Check cloud
https://store.steampowered.com/account/remotestorage

If you have access to the old drive
C:\Users\*NAME*\AppData\Local\EMU\Steam\249130\remote\savedgames

You don't. You can synchronize saves yourself. My personally preferred solution is One Drive & hardlinks/folder junctions.

Two ways to check if game has cloud save.
- Visit game store page, and check if supported, which is called "Steam Cloud".

- Right click on game from library, and click properties, click on tab Update, and at the bottom it should show Steam cloud if the game supports it.

When Steam cloud enable which is by default for all games that supports it, all you have to do is launch game, and close game then it will automatically start uploading the game files to your Steam cloud.

If game doesn't have cloud save, you need to manually make a copy, and bring it to your new system.

So did you move the game save files to where they need to be? If game make save file in C:/USER/Doc/gamename, and you bring hdd from old laptop, and using it as a D drive, you can see the problem, as the game looking for C:/USER/Doc/gamename, not D:/USER/Doc/gamename.

Ensure the files are where they need to be in order for the game to detect the files, or else it won't be able to find it.

Look where the game saved at originally, if the game save on C drive, it's not going to look on your D drive, unless you can tell it to look in D drive, or unless it save the files in the same folder where the game files are at, if not it will save at a certain place, and if it doesn't file files at a certain place, it will think nothing there, which why you need to ensure the files are place correctly where they belong. You games is searching for your save files.

Which lego game is this?

Non-cloud data often appears in the documents folder. The common folders often just contain directory data attributed to the installation rather than any user data.
