Is there any way to email steam support and have an actual converation with someone over a techincal issue?
I'm having an issue with Far Cry 5 and they direct me to the Ubisoft tech support after over a month of back and forth they have provided me with no help and told me to get a refund through Steam but I can't because I've played the game for 12 hours. Multiple people on the tech support forums are having the same issue and Ubisoft is giving every one the same answer which does not help the situation. I am trying to contact Steam directly because I get automatically rejected for a refund due to play time. Any help would be greatly appreciate.

Yeah them saying get a refund is a fob off because they know full well you'll be out of the refund period before even considering playtime.

Don't know if it'll help but best I can think off is go here, find the purchase and explain the issue.

Steam support cannot provide technical help with other people's games. If your over the refund limit then they usually will not provide a refund, especially if you've played it for 12 hours.

It's Ubisoft's responsibility to provide support to you, not steam.

Do this and include the information you have from the publisher. Emails, conversations, etc. Not saying you're guaranteed a refund, but it might work.

Or at the very least they may be able to point them to a direction that'll help.
