If it's still functioning I'm thinking either the mode the controller is in or the vibration has been disabled (question is if it gets set independently from wired vibration level though...).
It looks like the receiver only works with the controller in Xinput mode but just in case it works with others make sure it's in Xinput mode. From manual do the steps on page numbered 5.
Setting the vibration level is on page numbered 13.
Also test fully charged/fresh batteries.
