2. Log into the newly-created account
3. Download and install Steam again, without uninstalling the preexisting installation
4. Go to Settings > Account, enable the Steam Beta client update and restart Steam when prompted
5. Once the Steam Beta client is open, go to Settings > Controller > General Controller Settings and enable the Xbox Extended Feature Support
6. Steam should install the Xbox Controller Driver successfully and then instruct you to restart your computer. Log into your main user after the restart and your Xbox Elite controller will be working as intended in Steam with the correct drivers installed

I never post on Steam forums but THIS solved my issue with Steam Input not displaying back paddles as an option to configure on my Xbox One Elite (Series 1 / OG) controller.
I found out the main problem was that I could not uninstall/reinstall the Xbox Extended Feature Support Driver.
I did not need to use Steam Beta client to perform this (But Fishie's post above helped me fix this!!)
1. Created a non-admin account for my Windows PC and logged into it.
2. Opened Steam (had to click Ignore on an error that Steam Folder was not writable -- I thought OK well this driver I need won't likely install into Steam folder.)
3. Went to Settings > Controller > Xbox Extended Feature Support > UNINSTALL
^ -- It prompts to Restart, I did.
4. After Reboot, log in to the non-admin new account you made.
5. Open Steam (Click IGNORE on warning) and again go:
6. Settings > Controller > Xbox Extended Feature Support > INSTALL
^-- It will again prompt to reboot, and I did.
7. Log back into your MAIN Windows account.
(( For CLEANUP you should delete the newly created Windows account ))
Additional Steps I Took
I am not sure how important these were; as I was performing them every time I tried something else new... I performed these after the steps above but BEFORE running steam for the first time.
1. Exit steam completely, then BACK UP and then modifiy steam/config/config.vdf --
The instruction I saw was to remove the "line" associated with SDL_Controller
2. Installed Xbox Accessories app and set up + assigned new profiles
And set all PADDLE buttons to unmapped
Now finally, launch Steam, select a game and go to:
> Controller Settings (controller icon, not gear)
And I could then modify the back paddles on steam input for my Xbone Elite original controller!
