Steam states I don't own a game even though I do

So I bought Tales of Arise from a retailer and added it to my steam account but for some reason, it says the game is in my library on the store page and it's in my actual games library where I can play it. However, whereas on my online profile, it doesn't appear in my games collection, and I can't track my achievements globally because it states "You do not own this game". My hours also don't appear in the "friends who play" section, it's as if the game isn't assigned to my account at all besides the ability to play it. Any fixes?

Already posted in there and received no response. It's not the games fault either, it's steam messing up.

It's probably a server issue, and will probably show up eventually.

You didn't name the retailer, unfortunately, but to my knowledge there are no other DRMs other than Steam, so the case "you didn't buy a Steam key but something else" probably doesn't apply.

Well this can be closed now, solved it by purchasing another product on my account. Shrug, what a weird glitch.
