Stuck funds available within 3 hours

I recently refunded a vr game and have waited the whole day about an hour ago i checked my wallet and it said funds available within 3 hours its been an hour and like 10 mins since then and it still says 3 hours please explain or my friend is gonna kill me for making him wait so long

The X hours is a window - if it says 3 hours then it'll be ready within 3 hours. It may arrive with 2 hours and 55 on the clock or the money may return with 3 minutes to spare. I've had a 24 hour window and the money came back in 45 minutes before. The window will sometimes change i.e go from 24 to 18 to 12 and then to 6 and 3 but it doesn't count downwards each hour.

You guys don't seem to understand the problem here.

If someone tells me "in 3 hours", and 1 hour later he still says "I told you, in 3 hours!" then it's actually in 4 hours. A time like that is always a "countdown".

If Steam can't tell, then they shouldn't try to. "Up to 24 hours" might be an option, but again, you should be sure that this is true, or at least very likely.

It said 'within 3 hours' and is not a countdown. I think you are the one who doesn't understand the problem.

That's not correct. 3 hours means anytime within the next 3 hours. I've had mine show as 12 hours for over 4 before and then drop to 6. It's a countdown in chunks of hours and the remaining window is just a guide. If it says 3 and it still shows as 3 an hour later then that doesn't mean it was 3+1 - it just means that the 3 hour period is still effective and the user may have to wait until the very last hour or more.

This someone repeating what he said, as a reminder to you, does not add extra hours. I don't understand your thought process.

No one told you "in 3 hours"! As I said, it's not a cool down! It's not "in 3 hours". It's "within of 3 hours of the confirmation". 1 hours later, the confirmation is an hour ago, it's still 3 hours from the confirmation and 2 hours from now on.

I'm still waiting for my 2,5$ from steam market and it said 3h... it was 4 days ago and i still have pending and sale is propably gonna end when i get this money that market pending is so dumb feature, i can understand if you ca. Like idk cancel sale (if that was a scamer that put item on market) but now i'm without item and without money
