its a way to delete local cache if it get buggy and dont match server cache.
and thats why we clear it to be sure its match whatever Game devs has fix or newest content.
and thats why use check intergrity of files is alot better for you, it fix broken or missing content.
and why 1 time clear cache and then validate files is best option for you.
pre-allocation has nothing to do with install, that pure reserve of disk space so room is made and can install there.
please read all 2 times its tech stuff, dont forget this is learned over many years in how steam works
so all that fresh install is same as validate game intergrity of files.
