This is definitely a new policy, I’ve been buying gifts for my brother constantly up until I posted this complaint.
And my point still stands. There’s absolutely no reason to not allow me to pay the difference. Not offering that option is just lazy software design.

If the regional priced games are greater than 10% then these are your two options.
A) Buy Steam key from retailer online, can use tool site to find best deal. isthereanydeal.com then give key to person wanted to gift it to.
B) Send Steam gift funds, and tell them what it for as a work around for the regional pricing issue, it's not hard for anyone to understand that.
