Maybe its a bad english work for something, but switch and hub is not same thing.
if you can test with a directly connect wallplug maybe that can confirm it or its not the issue.
get a spare pc or Friends laptop to confirm same test you have , so it a good idea you know it work as hes connection.
While you're not getting max speed, 5.3MB/s is around 42mb/s it's not as slow as you think. To make it less confusing change Steam to display in bits so it matches the same units speedtests sites and you ISP use.
Steam > Settings > tick the Display in bits per second checkbox at the bottom > Ok
Keep in mind other networked devices will use some of your network bandwidth. If you or someone else has a phone, tablet, laptop.....even a Smart TV they could be downloading updates and stuff while you are trying to download games and that'll prevent you getting max speeds
Ok, thought I'd get the basics out the way early jest in case... surprising how often that is the case. Could try changing download region....
1. Clear your download cache
2. Change the download server location
3. Temporarily disable your firewal
4. End the resource-hogging programs
5. Update your network driver
6. Check your network connection status
7. Reinstall Steam
Suppose it could be an ISP issue. May sound odd but try using a VPN. Plenty of free trials available. Could try free VPN to test too but be sure they don't cap speeds or it's kinda pointless try one. If it does improve contact your ISP as it's likely something their end.

Are you sure you are getting 625-875MegaByte download speed?
