When I put the code, and click on the button saying pay, it says
"Your paysafecard balance is not enough to make this payment."

You're telling me that I cant even use it?

In my country an euro is "24,67 RON"

And my paysafecard costed 25 RON

well, you can buy a 5€ steam wallet or a 5€ paysafecard directly, then you don't have the conversion problem.
or you load your wallet with 5€ via paypal or credit card.
