If a game is 30gb in size and has a 1gb patch, the data from the patch needs to be integrated into the game and it will patch various files throughout the entire game structure. It is not simply a case of 1gb patch - stick it at the beginning, the middle or the end and the patch will be verified to ensure the game was patched correctly.
Edit: at this moment I'm looking at a 286.5MB update for a game that was downloaded almost instantly but must be patching or applying delta updates to multiple files as the patching session has gone on for some time now.
It is patching files within the game, not the entire game so it will overwrite (replace) files, add new files etc to the game structure.
For example - you cannot get through a door so that bug is patched, an item you require cannot be picked up so that bug is patched and these bugs will be scattered throughout the game code.
And there are plenty of others that would rather not have to download an entire game every time it updates. Either way, you have to wait for it to finish. Better to reduce bandwidth for those stuck on networks with strict caps or low speeds. It's not always about you.

if you get ancy and don't believe it open up task manager and go to processes monitor and check the disk activity... it'll be patching.
also some games just have ♥♥♥♥ awful patching software... I have one game that consistantly takes like 20min to install literally any size of patch. it's just poor programing and money hungry devs.
