Report a translation problem
I'm no pro on this one, so I did some googling and apparently one of the causes can be subscribing to guides. Reference point from this Reddit post: https://www.reddit.com/r/Steam/comments/65da1s/why_does_steam_still_download_dota_2_workshop/ - This may be worth looking into if you've subscribed to something similar.
You may also find some other causes through that Reddit post so I highly suggest giving it a read through and seeing if there's something that may fix your problem.
I suggest also posting on the Dota 2 Steam Forums here as there may be people who have had this issue before or know how to fix it.

Thanks, youve pointed me to the right direction. It was indeed bloody Guides which were masked as "Workshop" content. There is no quick way to show this either as in the Dota 2 guides, I have to go to - Favorites, which is empty, and from there to "Subscribed" items.
And there was 296 items. Ive unsubbed from all and I hope that now this is over.
Still I had no idea that guides worked this way for about 8 years or so...
