Creating a support ticket with Steam will do nothing aside from possibly revoking the key (upon your authorization). You need to take the dispute to Gamivo as they facilitated the sale. But good luck. Unless you paid for their insurance (they call it Gamivo VIP) there's a good chance they'll do nothing for you. As to the chargeback or dispute, if the key actually activated, incorrect region or not, this can potentially lead to issues with your account. Next time, don't buy from grey markets.
Or did you buy it somewhere else?
If it's a 'somewhere else' issue, take it up with them. If you never gave STEAM your money, they couldn't care less what happens between you and a shady site.
I assume you mean with the site in the thread title with regard to a support ticket.
Wait on their response - if they say no do a chargeback OR phone your credit card company, explain the situation and ask what they advise.
