Then why steam says this.. --> If the gift card you attempt to redeem is not in your currency, it will be automatically converted if redeemable in your region. Not all gift card currencies can be redeemed in all regions.

For instance, my boyfriend tried to send me a wallet code recently, but it didn't work because of those currency restrictions, I believe.

It depends. Some countries still allow the use of Steam Wallet cards with different currency.
For example, India. You can still use Euro, Dollar or other Wallet cards there and it will be converted to the local currency.
Other countries, like Argentina or Russia only allow Wallet cards in the same currency to be used.
In general, if games are very cheap in a region compared to the rest of the world, they dont allow Wallet cards from other regions.
