There was a lot of shovelware making it onto Steam with huge amounts of trivial achievements, just to pump up those numbers. Now the game has to prove itself worthy before Steam would allow that.
Lol, I dont see that game becoming popular. I can only dream.

What "enough people" is, i think, is a mystery only Valve knows.
But there are plenty of indie games that come out of the "Learning"/"Profile limited" phase without becoming well known.
So don't be discouraged, your game might make it :)
