You can Family Share available titles.
Children can have an account if below minimum age, but they're not allow to make one on their own, as that where parent or Guardian make it for them, and is managed by them. There even family parental control on Steam that limits child from having access to things.
What you can do is Family Sharing between the accounts.

Please note family sharing has limits, which if you, and your child try to play same time, and your child trying to play game from your library, he won't be able to play due to you playing same time, as only one shared library can be active at a time, but if you, and your child were playing games same time, that not playing shared games, basically your child has his/her own copy on his/her account, it won't be an issue, as not sharing Library.
