maybe people get this better if we talk water flooding, this is same if water traffic cant get throgh some will have to go other way. ( and its here you dont want to tell all other about what zone you goto , whats the point if all hear it and switch to that zone , you just move problem with you. ) and then steam has 1 billion user , not saying all did move but many that read post, this is know as spreadout policy and that is not that easy to ask people to do. this is roughly explanation and simplified on it.
and again every ISP nightmare or even steam , if therre was a simple solution , they will have done it alongtime ago, and yet there is, but it require teamwork between many IT companys and they are both competative and have to teamwork. this is not that simple. you still need a global or contry isp board to get past such. and its here its not that simple.
point is lookup steam server status , most of the time they dont get near even high usage.
i did not look it up, every time i do such its never that.

Could try running in Windows safe mode with network enable, if it works there then means something on your side causing problems, as when in safe mode nothing should be launching other than windows stuff when boot into safemode.
Possible things that can be cause of issue, and worth to take a look in. Best of Luck.
- Modem / Router need a reboot.
- If you did anything in the Modem / Router settings, check your work to ensure you're not blocking things.
- If using some 3rd party software that manage incoming, and outgoing data on system, that may cause issues blocking things.
- If connecting to private VPN / DNS networks, they may be blocking somethings.
- Can try flushing your network, open command promt as admin, and give this a try.

If not working still try these in order, then restart, and test.
ipconfig /release
ipconfig /flushdns
ipconfig /renew
- Run in Windows safe mode with network enable. Press CTRL + R, type "msconfig" without the quotes included, click tab for boot, select safemode with network enable, confirm to restart PC, once in safemode, give things a test, if issue resolved, then something interfering with the client.
- Reinstalling Steam, to keep installed games, head to where you install Steam, delete everything there expect these two things only, "Steamapp" folder, and Steam.exe file, once you have done this launch Steam, and test to see if issue resolved.
I just tried changing DL zone like 10 times and it's done nothing... I'm not sure if it's a Download region problem since this is the first time this has ever happened to me.
way to many get the flooding part , and its your job to figure it out.
but as i and all other that checked all and problem solve itself over time, then you will learn this was thre cause , whatever it was its gone now. if you still have this issue after 24 hours, then start faulthy finding, best advice i can give you,
this has been learn by millions or billions of people , not even a steam issue but region or whatever happend in global or local that can happend to communication, only diffrence there should be backup, but many forget is there a backup of the backup, and where did that traffic go , this is know as Topolugy change, and i try to spare people for that ( and why i said wait 24hour, contact own isp if problem keep going ( most isp fix such region things within24hour but , i cant say you part of the problem this is best guess ) and most people dont know such and can explan alot why things fix itself. then emergency brakedown somewhere and itcan save you alot of time wait 24hour.
The simplest answer is usually the correct one.
