- Cache problem, where you need to go into Steam settings, delete cache, and cookies then restart Steam.
- If using VPN / proxy that service might be blocking things, which why it won't load correctly.
- If using 3rd party software that hooks into the client might cause these problems, or limit data permissions, or file, and folder permissions, basically in short causing problem for the client.
These are my guesses on your problem. Could try running steam as admin, or opt into beta, or out of it instead to see what going on, or try checking from broswer like chrome, or firefox to see if it loads on there.
