Check your bank/card statements. Chances are that you refunded so soon after the purchase their was nothing to refund as the transaction was pending. Meaning funds were on hold but had not actually been transferred. All that would happen is the transaction would have been cancelled. Releasing the funds from being on hold. As nothing left the account there would be nothing to return.

What did the tickets say? They were either approved or denied or still open, there is no other option.
So if it left and didn't go back in chances are you still won't get it back because you've waited 8 months.
Best option is to contact them, explain, and hope they can find whether it got rejected/accepted. If it was accepted and not refunded they should be able to give you the money. That's only if it got accepted and they can identify that you never got the money.
However the fact you've left it 8 months could complicate matters

But if you're convinced this is wrong, you need to open a ticket with Steam support, or possibly talk to your bank. But I'm almost certain this is just a misunderstanding on your part.
