That's not enough explanation to tell about the problem.
How did the items leave your inventory? Has there been a trade?

I loaded into rust and looked and my rock skin was gone. I went to recent trades and I had two trades with weird accounts. I have a photo but I'm not sure how to upload it.

I don't even have a key. I wasn't even at my computer at the time when the trade occured.

Probably because you gave your account info away at some point.

secure your account NOW

Steps to take NOW:
1. Scan for malware https://www.malwarebytes.com/
2. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
3. Change passwords from a clean computer
4. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
5. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the APIKEY)

all 3rd party sites are USE AT OWN RISK

Also I got no email notification of when the new account logged on if they somehow did hack my account without alerting my steam guard notifications or my gmail. Which means steam some how screwed up.

Do you have steam guard on your phone, or through your email?
HypeKeeg Nov 6, 2020 @ 12:38pm
Through my phone but I get email alerts too.

It can, there is a reason why steam keeps saying not to use 3rd party sites. One of those sites used the credentials you GAVE them and stole the items.

Steam does not restore lost items, so use this as a lesson to stop using 3rd party sites

Why don't they refund items?

1. Items are often immediately traded to other people so they can't take them
2. They used to duplicate items but then people would lie and fake being scammed to get free items
3. People would sell items then claim they were "stolen" and use steam to defraud people
4. It prevented people from taking account security seriously
etc

Another user who thinks Steam Guard magically stops their account from being hijacked. You used a scam site and were scammed. Incompetence is not compensated. Stop giving away your credentials to phishing sites. Guard is merely an extra security layer - it doesn't prevent your account from being compromised the same way a door lock is useless if you give the keys away to a burglar.
