Downloads Pausing

My downloads will pause at every single megabyte and I've been waiting for 12 hours for steam's worthless help desk to respond to my ticket. I've also exhausted several google search attempts and gone through all the "fixes" I've found. Changing my download location, closing other apps, repairing the folder, etc.

Yeah, been the same for me aswell for a couple of days. I even went and did a full factory reset of my PC and the problem with the downloads is still happening. There has to something with the servers overall.
