i cant talk that i spend more than 5 dolars but still i cant talk

how do i talk and i buyed premium from shop and then i select use it sayed your already premium cuz of a item i buy first than it gave me a premium but i cant speak still i need help or ideas

it can take a few hours for account restrictions to be lifted. also, the funds had to be added directly to the account, digitally gifted funds do not count even if they are spent.

Account restrictions may take a few hours to be lifted. In what way did you add your Wallet funds with?

If you added your funds via digital gift cards, these do not count towards the 5$ spending limit.

The TF2 non-premium account restriction is not the same as the Steam limited account restriction.
