Assuming it's Windows 10
Right-Click on your Desktop in an empty area and pick "Display Settings"
You will then see both your monitors.
If you click "Identify" the monitors will both physically display a number on each one to let you know for sure which is which.
Click on/Highlight the monitor you want to be your default.
Then scroll waaaaaaaaaay down to the bottom.
You should see a box that says "Make this my main display"
Pick that.. then close.
You may need to restart Steam for games to understand you've done this.
Additionally games may "remember" the monitor they previously launched in and default there.
You may have to run a game in "windowed mode", and then Drag it to the monitor you want it to launch in. While still in Windowed Mode, exit the game with it active inside the monitor you want it to launch in. Relaunch game, and hope it launches in the correct monitor. If so put the game back in Full Screen mode if you prefer.
Lastly a game may have a setting *inside* it's own settings to tell it which monitor to launch in. If you are still having a problem with a particular game, look there. Or post on that game's specific forum to ask advice on how to get that one problematic game to launch in the correct monitor.
