Can't download anything

So, I've been having issues with Steam for a while now, and I honestly have no idea what to do anymore about this, hope someone can help me out.

So, ever since a few days ago, Steam began to have some mishaps, mostly concerning a login issue, where I got a 'Couldn't connect to the Steam network' but it got fixed simply by clicking 'Retry' and, that's it.

But it's only gone downhill from there.

Now, when I log in, at the top right where I get the drop down for the account details, to view my profile, etc. my profile picture won't even load. If I try to view my own profile, Steam thinks I'm logged out ("This profile is private" shows up), and if I try to download something... The download keeps re-scheduling itself until 5 minutes from that point. And if I try to force it to download, it just sits at 0 mbps, and schedules itself again.

I've tried to;

-Reinstall Steam
-Uninstall steam
-Completely wipe steam and do a clean install
-Reset my modem
-Forward the ports related to Steam
-Disabled firewall
-Disabled antivirus
-Go offline, then go back online
-Log in through "Help > Steam support > Sign in to Steam"
-Changing my region
-Clearing the Steam download cache
-Repairing the downloads folder (Even nuked it once already)
-Did a clean boot
-Updated the drivers
-Disabled the Steam bandwidth limit
-Run Steam as administrator
-Added -tcp at the end of the Steam's shortcut to force it to use TCP protocol
-Flushed my DNS through an elevated CMD
-Deleted the package folder
-Rebooted my computer
-Rebooted my modem
-Reset my modem
-Updated Windows
-Run Steam in compatibility mode
-Enabled AND disabled 'Automatically detect settings' within LAN settings (Activating that actually broke down everything else)
-Flushed Steam's config
-Scanned for malware
-Disabled the flow control of my ethernet
-Restarted my network adapter
-Made an exception for Steam through my firewall
-Disabled DiagTrack

So yeah. Any help would be appreciated. Also, the internet speed is not an issue since other platforms/games work just fine.

Something else that bugs me (I have no idea if it helps any of you know what tf is going on) is that, the store loads just fine, all the pictures, backgrounds and EVERYTHING loads quick and easy. But once I try to download something... No thumbnails show up.

Yeah, I've reached out to them, got an open ticket about the situation, but just in case they hit me up with the 'Reinstall Steam and follow basic troubleshooting', I'd like to have more options, or at least, I'd like to know if someone else has run into the same issue before.

well im stuck in the same train, nothing works for me, i have tried many youtbe totorials, paid some anti virus, and nothing. i even port forrward, and its not fix, im getting so frustrated right now, i dont know why its not working, a few days back was going good, and now im goin grom 0 dwnloadspeed to 15bits or somenthing like that, my game said 30 days for dwnload.... pls

Hmm, if you did all that as you said, then something up.

Something you can test out, using a DNS service like Google, or cloud flair, if nothing. Try using a VPN, it does works then this means your ISP doing something that they shouldn't be doing, and have to take it up with them. If not, then try running in Windows Safe mode with network enable, if it does work suddenly, then means something on your side messing with it.

Not sure what else to point if you did everything as you explain.

VIP potal with filter or services at ISP, you might need to open steam traffic, could be that. some isp has such.

Okay so, trying the VPN didn't work, but rebooting on safe mode with networking did the trick, Steam instantly loaded as it should have and it immediately began to download stuff.

Now I just got to figure out what is conflicting with it but THANK YOU for giving me the heads up about this. I feel kind of dumb overlooking something so simple yet so effective. You're a lifesaver!

No worries, I hope you find your root cause of the issue. What Safemode does it only allows Windows essentials to run, nothing else runs in the background hope this gives you a lead where to look.

Safe mode with networking is a troubleshooting step and is not and should not be considered as a fix to your issue.

As safe mode boots your OS with minimal processes you are now burdened with the task of finding out what software or process running on your OS is causing issues with Steam.

Well at least it's a step on the right way, and I'm just not flailing around trying to figure out what's happening. I'll start checking the programs one by one and try to narrow it down.



UPDATE: So I got rid of my antivirus to see if that process was interfering, did a Malwarebytes scan (since it worked on another, similar thread) and while it did find some threats, the issue was still left unsolved. I've got rid of some other programs that seem to interfere heavily with the startup, but I don't know for which processes to look, outside of Windows' own.


UPDATE 2: So, the Steam downloads page works as it should on Safe mode with networking, but... Everything else doesn't. Can't open the store, profile, anything. And while on normal boot, everything else works EXCEPT for the Downloads page. I'm considering to reinstall Windows altogether to try to fix this.

If you do reinstall windows, when you get pass the welcome process, do full OS update , then install drivers then Steam, if it works, then work your way installing your other things one at a time to see what 3rd party you could've used that causing the issue.

Well, it worked. It wiped absolutely every program on my PC but, it worked. I can't say I'm too happy with what it took but, hey, at least I just need to re-download and reinstall stuff now. But yeah, I'll be on the lookout for the culprit, if I can even find it that is.

I just had the same problem and I think it could be my ISP - because it's currently past midnight and now my game downloads are working fine....
