Any server near me was slow as dirt. Nearest does not always equal faster.

Any game, it does not seem to be game related. Downloads always look like the image above.
The game the screenshot is from is Warhammer: Vermintide 2.
Just like Ark and Payday 2, the 2 big games constantly complained about in this regard.
Exactly, I am facing the same issue. Something is terribly wrong with either steam app or steam servers. Sometimes it goes upto 40MB/s and it stops for almost an hour and resumes for few minutes and stops again and so on.
