Inconsistent Download Speeds
I've been on Steam for years. I always associated the download issues I've been having with the laptop I was using. However I finally upgraded my machine and the same issue occurs. When I first start Steam the download speeds are around 100mbs for the first 30 seconds of the download, then the download speed drops to 0kbs before fluctuating back and forth from 5-10mbs and 0mbs. It doesn't download for more than a few seconds at a time before the speed bottoms out. It makes downloads takes 10 hours or more.

I've tried changing servers, disabling firewalls, clearing the download cache, restarting the pc, etc. Nothing has much of an impact. It isn't my internet connect/ISP. I'm using an Ethernet connection and have no issue downloading with other platforms. I would expect 100mbs download speeds minimum based on my specs.

I can't seem to find anything useful or applicable on the forums or on third party websites.

Have you tried changing servers to one on a completely different continent/region just to test? Closest =/= best in a lot of cases due to network congestion or outages.
I had only changed to servers in my country so far but I gave an international server a chance and the same issue occurred. Download is good for first 5 seconds before starting and stopping with very low speeds. Wish I could post a screenshot of the network/disk graph. It is atrocious.

Try all download servers until you find one with speeds you are happy with.

There are over 130 to try.

Any server near me was slow as dirt. Nearest does not always equal faster.

Thank you for the copy pasta but the issue doesn't seem to be server or internet related. I have nothing else running on my computer right now but Steam. Every download server has the same issue. The issue is with the downloads starting and stopping constantly. Steam will only download for a second or two before is zeros out again for 5 or so seconds. It doesn't resolve the issue if it is downloading for a longer period of time. It does it throughout the entire download.

Any game, it does not seem to be game related. Downloads always look like the image above.

Oh, that's not slow download speeds that's your PC doing stuff. See the green line? That's disk activity.
You say any game but have not mentioned or shown one in the picture.

My disk can handle 70+mbs, it drops down when the network plummets. When the network increases so does my disk usage, except for the occasional spike. I have nothing else running on my PC but Steam. Task Manager shows no other significant loads.

The game the screenshot is from is Warhammer: Vermintide 2.

Yeah. That game downloads, decompresses and installs in chunks.

Is there somewhere that is stated?
Warhammer: Vermintide 2 community managers say it is Steam content servers but it is how the game devs set up their content.

Just like Ark and Payday 2, the 2 big games constantly complained about in this regard.

Exactly, I am facing the same issue. Something is terribly wrong with either steam app or steam servers. Sometimes it goes upto 40MB/s and it stops for almost an hour and resumes for few minutes and stops again and so on.
Also having the same issue.
