If the price difference between the 2 regions is more than 10% after currency conversion, you can not gift it. The original regional restrictions still apply, if the game has them.

Don't suggest that people do things that will get their account sanctioned.
Read the Steam subscriber agreement, you agree to it when you made your account. Steam can lock/close your account for doing something you shouldn't, aka region hopping.
Bait and switch.
Steamdb will do that for you.
- Regional banned in a country.
- Tax evasion, or paying for tax you shouldn't be paying.
- Regional price abuse, which why 10% restriction was placed.
- There few games that has regional differences such as censorship.
There's nothing stopping you from sending the funds directly to the person to buy the game.
