I came across that during this sale. I tend to buy items off of friends' wishlists as Christmas gifts this time of year. One is overseas and I had to research each of their titles to see which ones I could gift.
Tried multiple games, he is from germany and where im from i get defaulted to USD and USA pricing even though that makes it overpriced for me.
Maybe the issue is how the discounts are given to germany that makes a pricing difference big enough?
For instance, you can see that Cyberpunk 2077 differs by 21.83% from USD to EUR.

Black Mesa on the otherhand only differs by 9.64%.

With the two examples above, you would not be able to gift Cyberpunk 2077 but you could gift Black Mesa.
Coincidentally, I am also sending it to a friend in Germany.

Ohh and yes, I even remember Valve saying something along the lines of "only major price difference will be affected". Have no idea which person thinks 10% is major. :P
Then again, a 10% failure rate in anything is horrendous!
